Libya - Universal Periodic Review - Death Penalty - April 2025

This report addresses Libya’s compliance with its international human rights obligations with respect to: the death penalty; arbitrary arrest and unlawful detentions; the prohibition against torture and cruel, inhuman, or degrading treatment; detention conditions; the need to create a safe and enabling environment for human rights defenders; and gender-based violence.

Libya has not abolished the death penalty or implemented a formal moratorium on executions, nor has it limited the application of the death penalty to the “most serious crimes.”1 Libyan courts continue to sentence people to death, but there is no official record of the overall number of people under sentence of death. People in prisons and detention centers, including people under sentence of death, experience poor detention conditions and ill-treatment, including torture.
