The report addresses application of the death penalty to crimes that are not the “most serious,” constraints on the use of the death penalty under domestic law, failure to accommodate persons with disabilities when they come into conflict with the law, gender bias in capital cases, racial discrimination, and execution methods that amount to cruel, inhuman, or degrading punishment.
