This report outlines human rights violations in Kuwait in the context of the death penalty and persons charged with capital crimes. The media and NGOs report that law enforcement officers and other government officials torture, abuse and mistreat individuals, including LGBTQI+ individuals, during arrest (including arbitrary arrests), interrogation, and imprisonment. Kuwait continues to impose and carry out death sentences, including for offenses that do not constitute the “most serious crimes.” Women in conflict with the law face intersectional discrimination, particularly in capital cases, because the criminal legal system does not account for their lived experiences, including gender-based violence, trafficking, and poverty.
