This submission addresses Cameroon’s compliance with its human rights obligations
with regard to its use of the death penalty. This submission concludes that although the
President of Cameroon regularly commutes death sentences to life imprisonment, this
process has not been formalized and offers no protection to a large number of prisoners in
Cameroon who remain under a sentence of death and who could be executed if Cameroon
alters its ad-hoc policy. Cameroon has given no indication that it intends to make its de
facto moratorium on the death penalty official and has rejected calls to abolish the death
penalty altogether.
