Comment on Proposed Permanent Rules Relating to Jail Facilities

The Advocates for Human Rights submitted a comment on the MN Department of Corrections' Proposed Permanent Rule Relating to Jails. The Advocates welcome the enactment of a rule that requires minimum uniform standards in Minnesota jails but find that the rule still fails to meet several international human rights standards.
