Since the Federal Government of Somalia (FGS) submitted its initial report under the Covenant in 2020, Somali authorities have substantially neglected their obligations to implement the Covenant’s prohibitions against torture and other forms of cruel, inhuman or degrading treatment or punishment and have not fulfilled their obligation to protect and promote the rights to freedom of expression and assembly and the rights of journalists.
