ADPAN lauds the Government of Malaysia for supporting 12 of the 19 recommendations related to abolishing the death penalty from the previous reporting cycle. It also supported recommendations related to ensuring the rights of women, children, and persons with disabilities. However, this report demonstrates that on multiple accounts, Malaysia failed to uphold its obligations under the Conventions on (i) the Elimination of All Forms of Discrimination Against Women, (ii) the Rights of the Child, and (iii) the Rights of Persons with Disabilities in relation to issues surrounding death-eligible offences in the country. This report also makes recommendations to reviewing states for the upcoming UPR review of Malaysia.
