This report addresses Lesotho's compliance with its human rights obligations with regard to the death penalty. Although the last known execution was in 1995, Lesotho has not abolished the death penalty and has not ratified the Second Optional Protocol to the International Covenant on Civil and Political Rights. Lesotho retains the death penalty for crimes other than the most serious, and Lesotho also imposes a mandatory death sentence. Additionally, fair trial violations and poor conditions of detention raise concerns.
