Case Summary: Mr. B is an ethnic Chechen. Throughout his life, Mr. B has experienced harassment and abuse because of his ethnicity. When police would stop and interrogate him, they would tell him that Chechens are criminals and have no place in Russia. In 2015, Mr. B and his brother were severely beaten by a group of Slavic Russians who yelled insults at them. He still has a scar on his chin from this incident. In early 2022, Mr. B joined a protest against the war in Ukraine. During the protest, the police beat him with a rubber baton before arresting and detaining him. When he was released, the police told him, “It’s not bad enough that you Chechens invade our country, now you’re against our war.” In early 2024, Mr. B was arrested again and interrogated about a social media post he had made criticizing the war. He was told his post was a crime because it discredited the armed forces, and he was forced to delete it. After his release, he was called to the police station one more time and forced to sign documents, though he does not know what they said. Fearing that the police would imprison him after this, he fled to the U.S. for safety.
