Case Summary: R.R is a Haitian attorney and political activist who fears return due to targeted gang violence and political persecution. In or around 2022, while at the Palais de Justice in Port-au-Prince, he narrowly escaped an attack by the 5 Segonn gang led by Izo, which targeted his brother, a judge, for refusing to release a gang member. In early 2023, the gang later burned and vandalized R.R’s law office due to his family association, forcing him to abandon his practice. He served for several years as Secretary General and spokesperson for the political party *Innovation*, publicly criticizing government corruption. Beginning in late 2023, he received escalating threats from members or supporters of Lavalas, PHTK, and Pitit Dessalines parties. After being warned in February 2024 that political actors and gangs planned to kill him, he fled Port-au-Prince, went into hiding, and entered the United States in April 2024 via humanitarian parole.
